how come my kittens dont go potty?

do kittens even go potty? or does mom eat it? i have 4 week old kittens and they dont go potty. they can't reach the litter pan (which is fine they are on tile with a blanket and news paper) but we haven't seen and little pees or tiny poops. whats this about???
