how do you get your dog to stop messing with his tail that was cut off and is trying to heal?

10 days ago, my bullmastiff had the tip of his tail taken off. the vet bandaged and cleaned it and said that if it stops bleeding it will be alright. now he is taking the bandages off and chewing further up on the tail. i think it is because it is itching and healing? the elizabeth collars only work for about an hour and they are too expensive to keep replacing. any suggestions? the vet said that i can leave it uncovered, but i need to have him leave it alone. how can i watch him 24/7 when i have to go to work?
